Your rights as a client are important.

A full overview of your rights related to telehealth counseling services, access to mental health records, confidentiality, and available oversight resources is detailed in the sections below. This information is provided in accordance with House Bill 4224 and Texas Health & Safety Code §181.105 to help you make informed decisions about your care.

Your Rights as a Client

As a client receiving telehealth counseling services, you have the rights to:

Receive respectful, ethical, and professional counseling services

Requesting Your Mental Health Records

You have the right to request access to or copies of your mental health records in accordance with Texas law.

Requests must be submitted in writing (via email or letter) and contain the following information:

  • Your full name (and the client’s name if requesting on behalf of a minor or dependent)

  • The client’s date of birth

  • Contact information (address, phone, and email)

All requests are handled in compliance with applicable privacy and confidentiality laws.

Filing a Complaint

If you believe your rights as a consumer have been violated, you may file a complaint with the appropriate oversight authority

Telehealth Privacy Notice

Counseling services are provided exclusively through secure telehealth platforms. While telehealth offers flexibility and convenience, it also relies on stable internet access and secure technology. Reasonable efforts are made to protect your privacy, though no electronic system can guarantee absolute security.

Licensing & Oversight

This practice is regulated by the Texas Behavioral Health Executive Council (BHEC), which oversees Licensed Professional Counselors (LPCs) and other behavioral health professionals.
